    One must be taught how to behave, held accountable for all actions, learn respect to receive respect, and know the world does not revolve around one's self.  I could never accept severity in discipline or "chokehold" upbringing, but the widespread laxity in today's world is as severe and choking on our society as those things were on individuals.  Why is it that people take correcting a problem as a reason for creating a problem?  That's not why changes are made.  That article reflects a difference in the way people perceived the importance of good behavior, being a good neighbor, serving the community, and in establishing a good self-image for pride in one's self.
